SUSTAINABLE FOREST MANAGEMENT PROJECT MOZAMBIQUE
Background - The Tropical Forest Management Trust will promote the
increase in rural incomes through sustainable forest management. The
purpose is to create and replicate community-based forest enterprises in
partnership with the private sector. Activities will strike a balance
between traditional management of resources for subsistence security and
income generation. Activities will enhance access to *green* export
markets for certified forest products as an incentive for the private
sector to participate in joint-ventures with local communities. Community
resource tenure issues will be addressed and capacity to negotiate
agreements with the private sector will be strengthened. For the private
sector, market access and favorable prices are expected to defray the cost
of certification and its requirement that communities receive an equitable
share of the financial benefits. The potential of incorporating wildlife
will be considered in the overall resource management equation. Through
project training support to key institutions concerned with forestry and
wildlife concessions and environmental and social impact, the capacity of
government to support contemplated joint ventures will be enhanced. A
national NGO will be empowered to certify sustainable forestry operations
and provide technical support to good forest management.
Funding is being sought from USAID Mozambique for a four year period. It
is expected that the project will begin in early 1998. The Team Leader
assignment will be for two years with the responsibility during that
period for training a national counterpart to assume leadership of the
project.
TEAM LEADER
Terms of Reference
1. Manage and supervise all team personnel, ensuring compliance with
their terms of reference and coordinate component activities in accord
with project objectives.
2. Assure administrative and financial management of project, including
review and approval of all recruitment, procurement, contracting and
reporting in accordance with USAID regulations.
3. Assure coordination with, and administrative and financial oversight
of, subagreement holders.
4. Coordinate and oversee implementation of baseline studies for
communities in the project intervention zone, including rural appraisal
and identification of community partners.
5. Coordinate and oversee the design, implementation and monitoring of
concessions for community-private sector joint venture forestry.6.
Manage and oversee activities and institutional development for the
Mozambican certification and forest management NGO.
7. Carry out institutional strengthening activities with the Department
of Forestry and Wildlife (DNFFB) and the Ministry of Environmental
Coordination (MICOA).
8. Coordinate planning and implementation of certification standards
setting workshops.
9. Establish appropriate impact indicators and ensure the execution of
annual monitoring and evaluation of project actions and impacts according
to agreed upon work plans and monitoring methodologies.
Prerequisites:
Master of Science or Equivalent with 10 years of field experience
including leadership of projects in forestry and natural resource
management
Empathy and facilitative capacity needed to work at the interface between
communities and the private sector
Entrepreneurial capacity to guide community/private sector ventures toward
profitable operation
Fluency in Portuguese and English
