THAI FORESTRY SECTOR MASTER PLAN FLAWED

FINNISH GOVERNMENT DRAW LESSONS FROM FLAWED PLANNING PROCESS

A review carried out by the IUCN of the Finnish-funded Thai Forestry
Sector Master Plan found serious flaws in the plan, according to a
press release from the Finnish Ministry for Foreign Affairs.

Amongst the problems noted by the Foreign Ministry, in its Press
Release dated 4 September 1996, were the following:

- inadequate consideration of the special features of the Thai
forests.
- inadequate input data
- insufficient participation and lack of influence by the local people
in designing the plan
- too little consideration of the rights of people living in forests
- limited analysis of the causes of forest degradation

The 62-page study by the IUCN (dated February 1996) was released with
the press statement.

The study vindicates the criticisms made by many NGOs since the
project was initiated under the umbrella of the Tropical Forestry
Action Plan in 1990.
